Equality, visibility, tolerance: The 12 points of the Hungarian LGBT Alliance for the new government

Legal and public policy proposals of the Hungarian LGBT Alliance for the government to be established in 2026.
  1. Restoration of the rule of law, deletion of discriminatory provisions from the Constitution, including the exclusionary definitions of marriage and family, and the stigmatization of transgender and intersex people. The Constitution should explicitly prohibit discrimination based on sexual orientation and gender identity.
  2. Abolition of laws restricting access to LGBT+ content, and the repeal of legal prohibitions on LGBT+ themed assemblies.
  3. Abolition of provisions prohibiting legal recognition of gender; an autonomous, swift, transparent, and accessible procedure for changing biological sex and name in official documents, based on self-determination.
  4. Reinstatement of the prohibition of discrimination based on gender identity in the Act on  Equal Treatment; reestablishment of an independent Equal Treatment Authority.
  5. Opening up the institution of marriage to same-sex couples.
  6. Abolishing discriminatory rules regarding adoption and artificial insemination, establishing legal recognition for families consisting of same-sex couples and their children.
  7. Strengthening sexual and human rights education in the National Core Curriculum and framework curricula, incorporating knowledge about LGBT+ people appropriate to students’ age.
  8. Banning so-called “normalizing surgeries” performed on intersex people without their consent and banning so-called “conversion therapies” aimed at changing sexual orientation or gender identity.
  9. Developing and implementing a modern HIV and STI strategy, expanding access to medication-based HIV prevention (PrEP) and screenings.
  10. Developing and applying modern medical protocols in the care of transgender and intersex people, improving access to gender-affirming interventions.
  11. National strategy and action plan to promote the equality and inclusion of LGBT+ people, and to combat discrimination and violence based on sexual orientation and gender identity.
  12. Regular dialogue with LGBT+ civil organizations, targeted involvement in the preparation of laws affecting LGBT+ people and monitoring their implementation.
